The PICS Society Board of Directors have been steering the organization for over 39 years. In addition to working closely with, and supporting, the Chief Executive Officer, our Board of Directors approve the annual budget and annual report as well as any major capital investment; they actively set the policy for our Society by creating and updating the mission and vision statements and approving the strategic plan. Our Board Members serve as ambassadors for our organization, and participate in robust fundraising by soliciting funds from individuals, foundations, corporations and government entities.

Sukhvinder S. Thind

Board Chair

Sukhvinder Singh is the Regional Director of AgeCare Long Term Care Communities in British Columbia. He possesses excellent leadership skills that enable him to effectively manage and oversee the operations of long-term care facilities for seniors. Under his leadership, various care facilities have achieved the highest Accreditation Canada award, including AgeCare BC communities, Sienna Senior Living, and Nicola Lodge Care Community, which received exemplary standing in 2018.

Jack Hundial

Vice Chair
Jack Hundial is a Corporate Security Manager at Woodfibre LNG and risk-management leader with more than 32 years of policing and public-safety experience. He served with the Royal Canadian Mounted Police (RCMP), retiring as a Staff Sergeant following a career that included his final posting with the Surrey RCMP. He has worked previously at FortisBC as the Corporate Security Manager. His professional experience includes security strategy, emergency preparedness, stakeholder engagement, business resilience, critical infrastructure protection, and organizational risk.
Jack was elected to Surrey City Council in 2018, where he served for four years. During his time on Council, he championed greater accountability and transparency in local government and spearheaded the establishment of Surrey’s Ethics Commissioner office. Surrey subsequently became the first municipality in British Columbia to establish an Ethics Commissioner.
Jack brings his extensive public-sector, corporate, and community leadership experience to his role as Vice Chair of the PICS Society Board. His involvement with PICS reflects a longstanding commitment to strengthening communities, creating opportunities, and supporting an inclusive and respectful society, with a particular interest in economic empowerment.
As Vice Chair, Jack brings an operationally informed perspective to governance, emphasizing accountability, collaboration, risk awareness, and long-term sustainability. He is particularly interested in initiatives that create pathways to employment, economic participation, community integration, and greater opportunity for individuals and families throughout the region.
Jack believes strong organizations are built through trust, responsible leadership, and meaningful partnerships among community, government, and business.

Arvinder Bubber

Member-at-Large
Arvinder Bubber earned his Bachelor of Science degree from Panjab University in 1971 before immigrating to England, where he became a chartered accountant (CA). He moved to Canada in 1976 and began his journey of community service in Regina and Saskatchewan by joining the Optimist Club to volunteer. He also served as the first treasurer of the Sikh Society of Regina, playing a pivotal role in establishing the first Gurudwara in the city. After 15 years of dedicated community involvement in Regina, he settled in B.C. in 1991, where he opened his own accounting firm, A.S. Bubber and Associates, in Surrey.
      
Arvinder Bubber was KPU’s first chancellor, served the university for two three-year terms, from October 2008 until October 2014. He was appointed to the Kwantlen Polytechnic University Board of Governors in 2001, and chaired the board from 2002 to 2007. During his two terms as chancellor, he also served as a member of the Board of Governors, Senate and the KPU Foundation Board.
 
In 2003, Avinder Bubber and other members of the South Asian community founded the SPARK Education Foundation – a partnership between SPARK, the Surrey School District and KPU. His work has also led to him being given a Fellow Chartered Accountant (FCA) designation from the Institute of Chartered Accountants of B.C. In 2014, he was appointed an honorary director of the Surrey Board of Trade, and named Business Person of the Year in 2010.

Harpreet Singh Aulakh

Harpreet Aulakh brings over 25 years of Canadian experience spanning policing, business management, and community service. He holds a Bachelor of Science degree and has successfully managed businesses in the construction and retail sectors, developing expertise in strategic planning, financial oversight, and project management. Since immigrating to Canada in 1999, Harpreet has built a strong professional foundation through both entrepreneurial ventures and public service at the provincial and federal levels. 

Since 2018, Harpreet has proudly served with the Royal Canadian Mounted Police (RCMP) in Chilliwack. From 2021 to 2025, he worked with the BC Highway Patrol, a provincial unit focused on highway enforcement, and he is currently seconded to the Integrated Homicide Investigative Team (IHIT) in Surrey. Alongside his policing career, Harpreet remains deeply committed to community engagement and social responsibility, aligning closely with the mission and vision of PICS. 

Nirmal Singh Mehroke

My professional journey spans over three decades, culminating in a fulfilling career with the City of Vancouver, from which I retired in 2017. As a Superintendent, I oversaw a team of 40 staff, including multiple tradesmen. I was responsible for preparing estimates, budgeting, executing project plans, and managing unionized staff. My role required meticulous project management skills, the ability to track progress through matrix indicators, and effective communication with both staff and stakeholders

Parmjit Singh Khosla

Accomplished Electrical Engineer with over 20 years of experience in the Punjab State Electricity Board, known for pioneering power supply innovations and delivering exceptional consumer service. A proven leader in trade union activities with a successful record of addressing underemployment among diploma engineers. Versatile professional with entrepreneurial expertise, effectively managing thriving security, trucking, and construction businesses. Actively engaged in community welfare through various NGO initiatives in Canada

Rajnish Gupta

Rajnish Gupta is a seasoned business professional, entrepreneur, technology specialist, and REALTOR® with more than 30 years of diverse professional experience spanning the IT and real estate industries in India and Canada. His career reflects a strong combination of entrepreneurial leadership, business management, technology expertise, and a commitment to serving the community.
Before establishing his professional career in Canada, Rajnish was one of the Directors of C-Tech Computers in Jalandhar, Punjab, India, where he developed extensive experience in business operations, leadership, strategic planning, and organizational management. Over the course of his career, he has worked with leading IT companies in both India and Canada, gaining more than three decades of hands-on expertise in IT hardware, software, systems, and technology solutions.
Since 2020, Rajnish has been working as a REALTOR® with YPA Realty Inc., providing professional real estate services to clients across the Fraser Valley and surrounding areas. His dedication, professionalism, and client-focused approach have contributed to significant recognition within the industry. In 2024, he was ranked #7 among REALTORS® in the Fraser Valley and recognized among the Top 1% of REALTORS®, based on Fraser Valley Real Estate Board statistics.
Throughout his career, Rajnish has demonstrated a strong ability to build relationships, understand complex business needs, and bring people together to achieve common goals.

Dr. Harinder Dhanju is active member of British Columbia Dental Association since 1998.

Recipient Coronation Medal from His Majesty King Charles III in recognition of volunteer contributions.

Ex-Clinical Assistant Professor Faculty of Dentistry UBC. Practising General Dentistry in City of Surrey. Successful two practices in city to service dental needs of community.
Educate and motivate the public regarding Oral Health Diseases in south Asian community. Dr. Dhanju organized camps to promote dental awareness camps in the community.

Satbir reinforces PICS Society’s commitment to build a healthy and just society which values and respects all cultures. He is strongly motivated to make our communities better, safer and inclusive.

PICS Charitable Foundation Board

PICS Charitable Foundation aims to serve the citizens of Surrey, Fraser Valley, and Greater Vancouver by acting as a public charitable foundation. Its key activities include providing financial gifts to qualified donees, offering educational programs on racial, ethnic, and gender equality, and promoting these values through collaboration with governments & other charities. The foundation emphasizes community engagement to further its mission of equality.

Kavin Chand

Member at Large

Kavin Chand is a lifetime member of PICS society since 2019. His passion for charity has involved him in many charities in Canada and abroad for which he has gained recognition and awards.

Migrating to Canada at the age of 23 to accomplish his dreams, he managed to own business in Tourism Industry, Property Investment Companies and Building Maintenance Industry.

With his knowledge and being an entrepreneur Kavin Chand is the founding member and the current President of Fiji Canada Business Association which help promotes businesses, hosting business networking events, hosting Fiji Canada Expo, Fiji’s Independence Day celebration in Surrey, BC including charity events just to name a few.

Karamvir (Kam) Pawar

Kam Pawar is a professional RE/MAX Licensed Realtor with over 15 years of experience in residential and commercial real estate services throughout Metro Vancouver and the Fraser Valley. His expertise spans all areas of the industry, including residential home buying and selling, commercial real estate, investment, development of properties, building and land assembly. Kam Pawar is dedicated to fostering strong relationships with his clients, ensuring their needs are met and their investments are well-served and protected.
