BC NEWCOMER SERVICES PROGRAM (BCNSP)
BC Newcomer Services Program (BCNSP) offers settlement and integration services to eligible clients in the cities of Surrey, North Delta and White Rock to support the social and economic integration of newcomers to the province who are not eligible for federal settlement services and face unique barriers and challenges to integration that necessitate settlement supports.
BCNSP-eligible clients are supported to navigate immigration processes, meet settlement needs, connect to the community, access labour market information and supports, and upgrade their English language proficiency where appropriate. The services are intended to help clients achieve their best possible settlement outcomes, which in turn benefits the broader community.
The service may be provided in person, by telephone or through email depending on the level and extent of the service requested. More specifically the following services are offered under the BCNSP;

- Short-Term Non-Clinical Counselling
- Labour Market Services
- Job Search Support
- Employment Counselling
- Community Connections
- Digital Literacy for People with Disabilities

Eligibility Criteria
Immigration Status + Current resident of BC
- Work Permit Holders
- Study Permit Holders *
- Naturalized Canadian Citizens
- Refugee Claimants **
- Canada-Ukraine Authorization for Emergency Travel (CUAET) visa holders
- BC Provincial Nominees or BCPNP Entrepreneur Immigration Candidates
*International post-secondary students with valid study permit who cannot access similar services at their Post-Secondary Institution.
**individuals who have submitted their refugee claim and have received any of the following documents: Confirmation of Referral letter (CoRL), Acknowledgement of Claim (AOC), Refugee Protection Claim Document (RPCD) or Client Application Summary (after submitting a claim via
IRCC’s online.
